Many channels are soft encrypted. That basically means that they are marked as being encrypted but dont actually have an encryption algorithm applied to the video/audio streams. Being marked as encrypted though, allows the CAM on a normal digibox to still maintain control of the program so, for instance, the program could be denied if the correct tier is not present on the card. There is no physical reason why the box cant actually display the channel, it simply recognises that its not supposed to do so (hence the name - soft encryption).

Things like dboxes/dreamboxes etc tend to ignore the encryption flag and will always try to display a picture if they possibly can.
